    l'attribution du contrat peut être reportée à 2011

    Le groupe européen EADS s'attend à ce que la décision sur le contrat géant pour fournir des avions ravitailleurs à l'armée de l'air américaine puisse être repoussée à 2011, a indiqué mardi l'un de ses dirigeants aux Etats-Unis.

    Une erreur potentiellement catastrophique dans le mngt de l'offre Tankers de l'USAF !
    Les infos de prix, très amples, communiquées par erreur à l'adversaire !
    Dans les 2 sens pour A vs B, et B vs A!


    Et il existe un 2nd round de prix, prévu , pour les derniers ajustements, la révision finale, juste imaginer les dégâts dans les stratégies des concurrents !

    Inadmissible, et dangereux, surtout pour celui qui était le mieux disant !
    Tout les ingrédients pour faire annuler le RFP une autre foi, sans aucune difficulté par le perdant !

    Décision prévue en début d'année ??? ... si ça tient ??
    A mon avis si ils ne splittent pas du genre moitié moitié , ça repart pour 2 ans !
    En attendant, RED FLAG a été annulé cette année ... faute de tankers disponibles !!!! Twisted Evil

    Air Force mixes up refueling-tanker bid information

    The Air Force informed members of Congress on Friday that about two weeks ago it accidentally provided Boeing with detailed data on the Airbus bid, and vice versa.

    The Air Force has stumbled again in the long drawn-out competition in which Boeing and Airbus are battling for a $40 billion air-refueling tanker contract.

    About two weeks ago, due to a "clerical error," the Air Force provided Boeing with detailed data on the Airbus bid — and gave the corresponding Boeing data to Airbus parent company EADS.

    Col. Les Kodlick, Air Force spokesman, said it was "unfortunate, a clerical error" but that the mistake "basically leveled the playing field, providing each offerer with the same information."

    The data includes crucial pricing information on each bid; knowing the other side's bid could allow either contender to adjust its own price accordingly.

    But Kodlick insisted the incident would not delay the award of the contract.

    U.S. Sen. Maria Cantwell, who was briefed Friday, called the mistake "an inexcusable mishandling by the Air Force of very sensitive, proprietary data relating to the tanker competition."

    "The sensitive data inadvertently shared with the two competing companies is important not only for this contract award, but for potential foreign military sales," she said.

    However, it's unclear how damaging the glitch is at this stage of the competition and how the data disclosure might affect the outcome. The bid information was provided to the two manufacturers on computer disks, and the Air Force doesn't know for sure "whether either party has viewed the other party's detailed data," said Cantwell spokesman John Diamond.

    Both Boeing and Airbus "immediately realized the error and contacted the Air Force," said Kodlick. "They did absolutely the right thing, professional and responsible."

    The data switch happened after the Air Force took the detailed specifications of the two jets and ran them through a software program that models how the aircraft will perform in a variety of real-world tanker missions.

    Analyst Scott Hamilton said that after that evaluation, the rules allow for a "Final Proposal Revision" (FPR). At that point, EADS and Boeing can make their best and final offers, including adjusting the price.

    "If either company looked at the other's pricing, this FPR provides each with the opportunity to out-price the other with proprietary knowledge," Hamilton said. "This could have serious ramifications."

    The tanker competition was originally expected to have been decided this month, but Kodlick said the award has already slipped into "early next year" because of "other aspects of the source selection that have taken longer than anticipated."

    However, he said the latest glitch won't push the schedule out any further. Cantwell expressed concern about any further delays.

    "My hope is that since the Boeing and Airbus bids are already in, the damage caused by this mistake will prove manageable and will not delay a decision by the U.S. military on this vitally important defense program," Cantwell said.

    But another potential derailment is that the data disclosures could provide the losing bidder with grounds for an appeal.

    "That would be up to the bidders," said Kodlick.

    Snapshot: EADS press conference, mainly on Tanker and USAF faux pas

    We attended a press conference today in Washington (DC) with Sean O’Keefe, CEO of EADS North America, that covered a variety of issues but focused mainly on the KC-X tanker competition and most particularly the news last week that the USAF had sent proprietary information about the Boeing and EADS tanker bids to the wrong company.

    First, O’Keefe remains in the neck collar from his near-fatal airplane accident in Alaska August 9 in which former Sen. Ted Stevens (R-AK) and three others were killed. Sean and his teenage son, Kevin, were about five survivors. O’Keefe’s spirits are good and he expressed that the random nature of those killed and who survived is proof that divine intervention is “real.”

    Having interviewed O’Keefe on previous occasions, we are gratified to see his recovery progressing and him back at work.

    Here is a quick snaphshot of O’Keefe’s remarks:

    * O’Keefe accepts the USAF word that the delivery of the proprietary materials to the wrong recipients was an inadvertant error. Although he would not definitively rule out a protest over the matter, neither did he see any reason to file one.
    * As the former director of NASA and Secretary of the Navy, O’Keefe said he’s seen similar events. The government has established procedures to handle such circumstances and the USAF–EADS and as far as he knows, Boeing–followed these procedures meticulously.
    * EADS (and presumably Boeing) only last week received another “pile” of questions, called Evaluation Notices, from the Air Force that need to be answered. This is a routine part of the process.
    * The USAF said the new contract award date will slip to early next year; O’Keefe said the detailed process, pre-dating the faux pas revealed last week, had already led him to that conclusion.
    * The date for the best-final-offer submission has not been set by USAF.
    * O’Keefe has no reason to believe, at this time, a split buy will result from the USAF mix-up. A spokesman followed up witth, “There have been a number of acquisition scenarios put forward over the last several years, split buy being one approach that is appealing to some. The bottom line is that acquisition policy is up to the Department of Defense. We’re focused on the current competition and remain confident in our offering.”

    We’ll have more from the press conference later this week.

    The buzz among the defense writers preceding the conference is that heads are going to roll at USAF over this mix-up.

    Ravitailleurs: EADS assure ne pas avoir ouvert la lettre destinée à Boeing
    WASHINGTON, 22 nov 2010 (AFP) Le patron d'EADS en Amérique du Nord, Sean O'Keefe, a assuré lundi que la maison-mère d'Airbus n'avait pas ouvert une lettre du Pentagone reçue par erreur, contenant une appréciation de l'offre du concurrent Boeing pour fournir des avions ravitailleurs à l'armée de l'Air.

    Laying the groundwork for a Boeing appeal on KC-X


    In what is a wholly transparent move, Boeing is beginning to lay the groundwork for an appeal in the event EADS wins the KC-X contract.

    Loren Thompson of the Lexington Institute, published a commentary yesterday (we only saw it today) entitled “Tanker flap reflects pattern of bias.” In it he makes several allegations, the most serious of which is that EADS read the proprietary document mistakenly sent by the USAF to EADS about Boeing performance data of the KC-767 but Boeing did not read the EADS document and data sent to Boeing by USAF. Thompson does not disclose how he knows this.

    Thompson goes on to provide several examples of what he terms bias on the part of the USAF in favor of EADS, capping with his long-running call for the service to take into account the WTO ruling on Airbus subsidies. (Thompson, paid by Boeing, produced a report on this subject earlier this year.)

    Thompson, effectively a Boeing surrogate on all matters KC-X, of course does not list examples of USAF bias toward Boeing as asserted by EADS and the clear record of such bias in the original tanker deal. But that’s neither here nor there.

    In response to Thompson’s specific assertions in his commentary, EADS’ spokesman Guy Hicks wrote us this morning, “The moment we recognized that information was sent to us in error we properly secured it and reported to the Air Force. It’s up to the Department of Defense to comment further.”

    We pressed Hicks on the Thompson assertion that EADS read the document; we’re waiting for a response.

    Says an industry official familiar with the competition, “Loren Thompson is a paid Boeing consultant—regardless of his protests to the contrary. Only one team in the competition provides Lexington any funding and it’s not EADS. He has clearly become the talking head for the Boeing Corporation.”

    When we attended a press conference with EADS North America CEO Sean O’Keefe last week, O’Keefe said EADS was confident the USAF mistake was unintended and that procedures, long in place for things of this nature, were properly followed when the mistake was discovered. O’Keefe did not rule out a protest by EADS over the action but last week saw no reason to proceed with one.

    Salut Beochien,
    Dans toutes les boites que tu as fait, tu as vu des secrétariat qui n'ouvraient pas tous les courriers (à l'exception de ceux marqués personnels...)...
    Donc :
    1) soit l'USAF a appelé A et B pour leur dire qu'ils s'étaient gourrés dans les courriers, et on a une chance d'avoir des plis non ouverts
    2) soit EADS a ouvert la lettre et à reporter à l'USAF le Pb... qui a eu le temps avant le passage du facteur à Chicago d'alerter Boeing
    3) soit on a deux plis ouverts...
    Et j'imagine qu'il n'y a pas de cachets sur ces envois ?

    M'enfin à l'USAF ils sont fort...

    Sinon tu as vu la petite "tech insertion" pour le CF6-80E1... qui ne doit pas être si mal face au PW4062 du 767...

    Plus ça traine pour Boeing, plus ils vont devoir fair tenir la ligne 767... bon il en reste 50-55 à livrer (dont combien de réels ? qui ne seront pas convertis en 787... parce que 2 livraisons seulement cette année ).

    Re agitation du côté des analystes, avec la décision qui approche pour les Tankers USAF : Ou peut être seulement l'approche des derniers prix à remettre très bientôt!

    En plus le vilain EADS à lu la propal de Boeing, alors que Boeing fermait pudiquement les yeux .... Ouarf !
    Bon, entre Jésuites et Faux Culs , ça y va, et ce n'est pas fini !
    Seul point noté, ce ne sera peut être pas si facile pour Boeing d'appeler, s'ils perdent une 2nde foi !
    Peut être le seul point exact !

    Le reste étant du filtrage "Organisé" pour attraper les cou----lons et donner du grain à moudre aux analystes et aux politiques, un peu endormis (Au goût de Bieing)sur le sujet depuis un mois !

    EADS to start taking bids for Mobile tanker plant

    Although the U.S. Air Force has yet to award its $35 billion aerial refueling tanker contract, EADS North America is about to start the bid process for a tanker plant in Alabama, while Boeing is mulling a potential protest.

    Boeing-friendly analyst Loren Thompson said earlier this week that company executives are increasingly worried they might lose the competition, and he thinks Boeing will lose.

    On Wednesday, EADS North America announced that its program manager will start soliciting bids this month for design and construction of a plant in Mobile, Ala., to convert Airbus A330 aircraft into KC-45 tankers. EADS also plans to build an A330 freighter assembly line at the same site.

    "The Air Force has had to wait far too long for a new tanker, and the 48,000 Americans who will build the KC-45 have had to wait far too long for the jobs," EADS North America Chairman Ralph D. Crosby Jr. said in a news release. "If our tanker is selected by the Air Force, we are well positioned to hit the ground running on day one."

    Je n'en pense rien ... ils sont tous fous !
    Bon lâcher qq plans et consultations dans la nature ça ne coûte pas cher ... surtout qu'ils doivent exister depuis le temps ...
    Mais le pourquoi ... là à part énerver les lobby Pro-Boeing !

    Sais pas !
    Peut être qu'ils ont gagné (Je n'y crois pas trop) ou sont arrivé à un accord de Split, qui sait ??

    Leeham en remet une couche bien faite, et longue sur les Tankers ..;

    Noté qq points ...

    En gros Leeham pense que les Tankers 767, risquent plus d'encombrer Boeing, qu'autre chose !! Houlà !!

    Le MRTT à 2 ans de retard avec les Australiens ... today ils documentent la Boom !
    Boeing et son 767 à 5 ans de retard pour les Italiens ...
    Et L'USAF est bien inquiète de toutes ces accumulations de retards et autres indisponibilités de FAB et d'Engineering !

    En 2015, suivant toutes les options de nouvelles production (Si elles suivent) Boeing devrait fabriquer 740 avions par an ... ou mettre les Tankers .... ??

    Bon, c'est intéressant et à suivre, en attendant février ... qui sait !

    A part celà EADS va se mettre dans le BID Indien, dans qq jours, sans attendre les résultats du RFP USAF !
    Boeing n'y serait pas cette foi, et Airbus est trop cher vs les Russes dont ne veulent pas les militaires ... mais les comptables sont d'un autre avis ...
    Bon, à suivre, les Indiens relancent le sujet tous les 6 mois ...juste attendre la suivante !

    Pour le KC-Y, moi je mettrais une offre low coast en A340 ... qui se placerait probablement pas mal contre le 777, et avec une belle "communalité" et une empreinte au sol rigoureusement identique...

    Sans parler des A340-500, mais avec un gros pb de moteur à ce stade...

    Au passage, en y réfléchissant, le LeapX étant quasi un scale down du GenX (en tout cas une importation massive des technos des moteurs des longs courriers vers les courts courriers) il devrait pouvoir être implantable sous la vieille cellule de l'A340... Wink

    Je ne sais pas ce que ça donne au sommet de la montée...

    A332 : 139 000 l de fioul
    A342 : 140 000 l de fioul + capacité d'emport en soute (à raison de 7200 l par ACT...)
    KC10 : 200 000 l dont 60 000 l en soute...

    Enfin, je dis ça... peut-être qu'on va me dire que c'est compliquer de mettre des pods de voilure avec un quadrimoteur mais ça a été fait sur le 707, donc...

    KC-Y, tu référe à qui ou à quoi au début ... UASF ou Indiens ...

    A part cela,
    Vu ce matin, chez A.net que le GEnx s'était révélé un Enfer hyper cher, 3X le prix du NEO (Pas compris pourquoi) à adapter sur le A330, une étude de Airbus d'il y a 3-4 ans, ce qui prouve d'ailleurs qu'ils y ont pensé !
    Le T1000 devrait être pareil ... vu qu'ils sont interchangeables sur le 787 ...

    Vu ailleurs, il y a qq temps, je ne le retrouve pas, que GEnx plus T-1000 sur la famille 330, passaient les 2 Billions, peut être 3 !

    Ça me ramène à ma théorie d'il y a 2 ans ...
    L'évolution moteur la plus logique, pourrait être (a condition que RR ne le manque pas cette foi) Un TXWB pour tout le monde (330-350-380) de grosses écos pour les usagers de toute la gamme !

    Boeing présentera le 11 février, sa dernière proposition (De prix) à l'USAF !
    EADS probablement aussi dans ces prochains jours !
    La très attendue "Revised final proposal"
    Cela sent quand même la fin de ce marathon, la ligne d'arrivée enfin ?? !

    La bataille de com's pour les Tankers, à l'attention de l'USAF, commence à porter sur la disponibilité des chaines de fabrication !

    Jim Albaugh et son emphase sur la capacité de production du 767, n'est pas innocente, ni ingénue !
    Ils ont même refait des sols nickel avant de bouger la FAL en ligne maintenant et plus concentrée, dans un coin, pour faire de la place au 787 !

    Boeing : J'ai ré-ubiqué ma chaine de 767, et je suis prêt à produire tout les avions nécessaires(Quel avion ?? il est loin d'être prêt, le modèle de 767 USAF)
    Airbus : Je suis prêt, et je porte ma capacité à 10/ mois, just in case !

    Airbus is boosting production of its popular A-330 wide body jetliner from eight to 10.

    Boeing and Airbus are both sending this message to the U.S. Air Force: “We can build your tanker.”

    On Feb. 3, Airbus announced it is raising the production rate of its A330 wide body jetliner from the current eight monthly to nine in 2012, then 10 monthly in 2013.

    The day before, during the rollout of the 1,000th Boeing 767 in Everett, Boeing executives said they’re raising production of the 767 from the current 1.5 a month to two monthly by June.

    Demand is far stronger for the A330, with a backlog of 351 aircraft versus the 767’s 49. But executives from both companies want to assure the Air Force they can meet their requirement to build two tankers a month.

    “We are going to demonstrate to our potential (tanker) customer, that we are capable, with the existing facility, to do two a month,” said Darrel Larson, director of 767 manufacturing, told reporters during a tour of the facility after rollout ceremony.

    He added that the company hopes to boost capacity of the new 767 production space higher, to be able to meet commercial orders as well as what he hopes will be the demand from the Air Force, if Boeing wins the $35 billion, 179-aircraft tanker contract.

    Morgan Stanley aerospace analyst Heidi Wood said much the same about the Airbus move, in a “quick comment” report Tuesday.

    “This rate hike sends an important signal to the U.S. DOD in considering the battle for the new U.S. tanker vs. BA’s 76,” she wrote. “The 767 is clearly an airplane at the end of its life cycle....whereas the A330 remains robust (8/mo.) with demand INCREASING. Also, wide-bodies absorb an enormous amount of fixed cost overhead so the higher rates help Airbus improve its tanker bid economically.”

    EADS à lâché un adepte de la méthode Coué en Alabama !

    Ils y vont les deux, reste à savoir si Airbus à modifié son offre, il ont dit que non ... mais ???
