    April 6, 2009 ATHENS | Sweden has positioned itself as a contender for the Greek jet fighter program by offering up its Gripen as an alternative to the French Rafale, the Eurofighter Typhoon, and the Boeing F-18E Super Hornet.

    Greece is pursuing a two-round procurement strategy in its pursuit of a new state-of-the-art combat aircraft. The first round is to conclude this year and calls for an initial procurement of 40 aircraft with an option for a further 20. Deliveries would then take place in 2010 and 2011.

    The Swedish proposal includes 30-40 new-generation, multirole Gripens built to NATO specifications, with delivery coming 24 months after the contract is signed. Sweden also is offering up an intermediate solution, whereby Gripens that are already operational are provided to Greece as a bridge until the new-build models arrive. These could be in Greek service within six months of the contract being approved.

    In addition, Sweden is offering infrastructure and maintenance support for the Greek Gripens, as well as
    extensive industrial cooperation and technology transfer.

    shelve its planned purchase of six more Swedish-made Gripen fighters, the Bangkok Post reports. As the government decided on Wednesday to slash the defence budget for the next fiscal year from 171 billion to 151 billion baht, the air force had to ditch its plan to order six more Gripen fighter jets worth 15 billion baht, commander Itthaporn Subhawong said.
    The air force has already bought six Gripen jets worth 19 billion baht with the planes due for delivery next year. The air force needs the other six Gripen jets to complete a fleet of 12 that will replace its ageing F-5 fighters scheduled to be decommissioned in 2011.
    With only six Gripen jets, the air force was not confident of protecting national security, according to the air force chief, who also warned that the decision would weaken national defence where competitive
    weaponry is vital.
    "This affects the potential of the armed forces because they need modern weaponry. If we must defend the nation with weapons that cannot match [our enemies'] or are outdated, nobody will have respect for us," ACM Itthaporn said.
    He said that the six other Gripen jets were necessary for national defence. "We must explain what is essential and need a review from the government. Weapons result in national security. Without strong
    defences, neighbours will not have respect for us.
    "We, all soldiers, are ready to sacrifice our lives for the nation but in any fight we must have competitive weaponry. The life of every soldier is valuable. If a conflict erupts and we have weapons that do not compare, soldiers will be killed," he said.
    The Swedish fighters will be stationed at the air force base in Surat Thani to protect the Gulf of Thailand, the Andaman Sea and all areas in the southern region of the country.
    The air force plans to use them as its main fighters instead of the F-16 jets used now.
    The Defence Ministry was one of the agencies hit hardest by the budget cuts, implemented because
    government revenues have fallen short of target and the need to raise money to pay for economic stimulus schemes.
    A ministry source said there was a question whether relations between the Democrat Party-led coalition and the armed forces would sour because the armed forces had supported the government but received budgetary reductions in return.

    L'armée de l'air tchèque est désormais responsable de la protection de l'espace aérien des pays baltes que sont l’Estonie, la Lettonie et la Lituanie.

    Une conséquence de la chute du mur de Berlin :
    Les trois pays Baltes étant à l’époque membres du pacte de Varsovie, se sont retrouvés dans une situation particulière dès le démantèlement de celui-ci.
    Faute d’argent, l’Estonie, la Lituanie et la Lettonie ne disposent pas d’avion de combat performant et ne peuvent donc pas remplir leurs obligations de sécurités dans la région.

    Protégé par l’Otan depuis 2004, ces trois pays sont en permanences sous tutelle aérienne. Cette mission d’assistance et régit par un accord jusqu’en 2011 mais qui devrait s’étendre jusqu’en 2018.

    20ème contingents
    Le 211e Escadron tactique Tchèque qui volent sur le Gripen suédois vient donc de remplacer une unité de F-16 danoise qui assurait cette mission. Il s’agit également du 20ème contingents de l’Otan qui assure cette tâche et le premier engagement Tchèque à l’étranger depuis la Seconde Guerre mondiale.
    Engagé jusqu’à la fin du mois d’août, les Gripen Tchèque seront en permanence sept jours sur sept, prêt à prendre l’air pour réagir contre des intrus inconnus ou hostiles et offrir une assistance aux aéronefs en détresse.

    Le premier Gripen C destiné à la South African Air Force a commencé ses essais en vol. Il rejoindra
    prochainement les Gripen biplaces déjà en services.


    Le Gripen numéro de série 39 2101 poursuit ses essais depuis l’usine de Saab à Linköping en Suède.
    Le premier vol avait été effectué le 11 juin dernier avec aux commandes le pilote d’essais Richard Ljungberg.
    Une fois son programme d’essais terminé l’avion rejoindra l’Afrique du Sud.


    La SAAF a commandé 17 Gripen C et 9 D.

    Saab offers naval Gripen to India

    Saab AB, the Swedish defense major, has received a Request For Information (RFI) from the Indian Navy for the supply of carrier-borne fighter aircraft. The company, which received the RFI earlier this month, is pitching a little-known naval variant of its Gripen NG fighter, called the Sea Gripen. Saab is already bidding for the 126 Medium Multi Role Combat Aircraft (MMRCA) tender of the Indian Air Force (IAF), for which it has offered an advanced version of the Gripen NG, called the Gripen IN.

    Saab has been studying the idea of designing a carrier-borne variant since the mid-’90s but the company only decided to launch the Sea Gripen program in the wake of its existing campaigns for the air forces of India and Brazil and the moves by the two countries to build a serious carrier capability, even though at that time there was no formal request from either country. Saab is planning to pitch the aircraft to countries with smaller-sized carriers and says they expect more nations to show interest in the Sea Gripen, because existing naval fighters are either of an older generation or large-sized, forcing them to buy or build large ships as well.
    According to Peter Nilsson, Gripen’s Vice President of Operational Capabilities, the Sea Gripen is intended for both CATOBAR (Catapult Assisted Take Off But Arrested Recovery) as well as STOBAR (Short Take Off But Arrested Recovery) operations. “There will obviously be differences in the MTOW (Maximum Take-Off Weight). In a CATOBAR concept, the Sea Gripen will have a MTOW of 16,500 kilograms and a maximum landing weight of 11,500 kilograms. In a STOBAR concept it depends on the physics of the carrier. Roughly, the payload of fuel and weapons in STOBAR operations will be one-third less than the payload in CATOBAR operations. There will be no differences in ‘bring-back’ capability,” he says.
    Nilsson says Saab hasn’t had to make any dramatic changes in the basic Gripen NG to design the Sea Gripen, because of its existing abilities, saying, “What helps is the Gripen´s ability to operate from road base strips.”

    “The basic Swedish Air Force requirements in the original design for enabling short strips’ operations are very like enabling carrier-based operations. Qualities like low landing speed, high pitch & roll authority, high-precision glide slope control, high-precision landing capability, high sink rate clearance, strengthened airframe etc., are built-in from the beginning. This is in addition to the Gripen´s aptitude for active service in the field with easy maintenance, like engine changes in less than an hour in the field and no need for external power etc, enabling a shorter ‘mind jump’ required for the Sea Gripen in comparison to the ability of other land-based fighters to transform into ‘deck-based’ fighters,” he says.
    “We do not have to start from scratch. We do not have to redesign the aerodynamics – we do not have to redesign the flight control system or the avionics. We already have a rugged, rough and strong airframe built for ‘carrier-like’ landings,” explains Nilsson.
    While all the sensors, avionics and weapons and the GE 414 of the Gripen NG will be offered in the naval variant, the Sea Gripen will be notably different with a new undercarriage and nose gear to cope with the higher sink rate forces and catapult launches, as well as an arrestor hook, which has been redesigned and ‘beefed-up’ from the existing arrestor hook in the Gripen NG.

    “There is strengthening of the airframe in a few minor areas due to an even higher sink-rate clearance of over 20 feet per second and the forces and stress in catapult launches, and ‘marinizing’ of the aircraft,” says Nilsson, while stressing that the inherent Gripen NG design minimizes the need for strengthening the airframe and making the aircraft sea-worthy, as the Gripen NG already has salt-water protection and the ability to operate in hot and humid conditions.
    The Sea Gripen will be around 400 kilograms heavier than the Gripen NG, with the augmented airframe giving ‘an empty weight between 7500-8000 kg’. “The Sea Gripen will be a very, very interesting alternative for nations with smaller-size carriers. Its well-balanced weight and size in comparison to heavy, twin-engine alternatives allows nations to move from ‘air defence’ carriers to a concept with strategic capabilities, without having to replace their existing carriers,” says Nilsson, also adding, “Due to its balanced size there is no need for structural changes like folding wings etc.”
    While the Swedish Armed Forces are not currently looking for a carrier ability, with the Sea Gripen, Saab is looking for partnerships with nations looking for self-reliance in their naval aviation programs. “Saab AB will establish the Sea Gripen as a new-generation carrier-based fighter option in the future, offering its design and engineering skills for partnership with a country with a developed aircraft industry and a carrier-equipped navy,” says Nilsson, also adding that the Sea Gripen program’s human resource skill-sets include engineering and flying experience of carrier-based operations in both, combat as well as peace-time roles.
    And while he recognizes that presence of established naval fighters, he is confident of the Gripen’s abilities. “The Sea Gripen will challenge existing carrier-based fighter manufacturers,” he says, emphasizing, “I challenge any existing deck-based fighter to perform a night landing in severe conditions with snow or rain and strong crosswinds on a Swedish standard road-base strip of 17 x 800 meters, rearming and refueling in less than 10 minutes and then taking-off. And not just once for the purpose of showing-off. The system’s performance & physics, maintenance concepts and stress tolerances should be designed for 30 years of daily operations in these conditions,” while at the same time, attesting the Gripen’s requirement for the dimensions of a landing strip to be 9 x 600 meters.

    Je suis un peu septique. Il ne me semble pas que SAAB ait une expérience des appareils embarqués, mais ce n'est pas ce que pense SAAB en rappelant que le Gripen est déja conçu pour opérer sur des terrain très court, qu'il a une basse vitesse d'atterrissage,... (voir la fin de l'article).
    La masse supplémentaire estimée pour la navalisation serait d'environ 400 kg.

    Le Gripen a du plomb dans l'aile en Suisse



    En août dernier, la Suisse signait avec la Suède un accord-cadre
    portant sur l'achat d'une vingtaine d'avions de combat Gripen E, conçus
    par Saab. C'était sans compter la résistance des parlementaires
    helvétiques, résolus à ne pas céder si facilement à une dépense de 3,126
    milliards de francs suisses (environ 2,53 milliards d'euros).




    Turbulences en vue pour l'avion de combat suédois Gripen. Malgré
    l'accord-cadre signé l'été dernier entre Berne et Stockholm, les
    sénateurs suisses du Conseil des Etats n'ont pas accepté, le 5 mars,
    d'accorder au ministre de la Défense Ueli Maurer les 3,1 milliards de
    francs suisses nécessaires à l'achat des 22 chasseurs.

    Pas à une contradiction près, les sénateurs ont malgré tout accepté le
    principe du renouvellement de la flotte vieillissante de F-5 Tiger II de
    l'armée de l'air helvète, comme le raconte La Tribune de Genève du 6
    mars. "Le Gripen a reçu un feu vert, mais sans l'argent nécessaire à son décollage", raconte le quotidien genevois.

    Un faux pas d'Ueli Maurer, ministre de la Défense mais aussi président
    de la Confédération suisse pour l'année 2013 ? Selon le journal, en
    pleine séance au Conseil des Etats, il aurait expliqué aux sénateurs
    qu'il n'avait pas lu en détail le contrat d'Etat signé avec la Suède
    concernant les chasseurs. "Ce sont 56 pages en anglais, avec beaucoup de considérations techniques, je fais confiance aux spécialistes de mon service", a-t-il confié, provoquant l'incrédulité, et le vote en sa défaveur, des sénateurs.

    Pour Ueli Maurer, vraisemblablement très surpris par la décision du Conseil, l'achat des Gripen est "compromis", a-t-il confié sur sa page Facebook. "On verra si nous arrivons jusqu'à la votation populaire. Après la décision (des sénateurs), je n'en suis pas sûr", craint-il, évoquant le référendum nécessaire à l'approbation de la commande des Gripen.

    En juin prochain, ce sera au Conseil national, l'autre chambre
    composant l'Assemblée fédérale suisse, de s'emparer du dossier Gripen.
    S'il refuse le financement du projet à son tour, Berne pourra dire "auf
    wiedersehen" à ses nouveaux avions de combat.

    Vous me direz, la bataille politique fait rage. L'autre jour, j'ai été appelé à traduire un argumentaire assez virulent contre le Gripen pour un parti politique.

    J'avoue m'être assez amusé à cette idée mais il faut dire que certaines visions stratégiques justifiant le Gripen ont l'air assez anachroniques.

    Assez surprenant, Boeing s'associerait avec Saab pour offrir le Gripen comme avions d'entrainement pour l'appel d'offres américain T-X. 350 appareils en jeu tout de même. Saab a nié la nouvelle.

    Other details of the deal are being closely held. The T-X program, aimed at acquiring some 350 trainers to replace the Northrop Grumman T-38, has been on hold due to budget cuts but is expected to restart in the 2015 budget.

    The move is a major change to the line-up for the competition, for which Northrop Grumman has teamed with BAE Systems, offering the Hawk, and Alenia has joined forces with General Dynamics to promote the M-346.

    Until now, Boeing had stated its intention to offer an all-new aircraft. However, a link with Saab became a possibility when the Swedish government launched development of the new JAS 39E version at the beginning of this year. Although the Swedish plan is formally contingent on Switzerland confirming its order for the fighter (in a referendum that is expected early next year), the Swiss deal has continued to pass milestones on the way to that decision. The JAS 39E is due to enter service in 2018.

    Sweden and Switzerland both plan to order only JAS 39E single-seaters, but the two-seat 39F is a straightforward development.

    The JAS 39F is fractionally larger and more powerful than the T-50, but also is more modern, with a wide-screen cockpit like that of the F-35 and a fully integrated helmet-mounted display. It is expected to cost less to acquire than the previous C/D variant and has been designed for easy maintenance and low operating costs. Swiss air force leaders say that its cost per flight hour is expected to be half that of the Typhoon and Rafale, its competitor for the Swiss order.

    While no formal T-X requirement has been issued, Saab and Boeing’s action indicates that they believe any requirement under which the T-50 qualifies also could be met by the Gripen.

    One industry source notes that a T-X Gripen also would be suitable for aggressor training, or as a companion trainer for F-22s and F-35s — which, unlike earlier USAF fighters, are not being acquired in two-seat versions. (The USAF has added T-38s to F-22 units in that role.) Beyond that, a source close to USAF leadership notes that “it is not a long step to an affordable air defense fighter to replace (Air National) Guard F-15/F-16 units.”

    Boeing issued a statement that neither confirmed nor denied the existence of the Saab deal.

    Update: On Sept. 12, Lennart Sindahl, Saab´s execuctive vice president and head of Saab’s Business Area Aeronautics, sought to clarify the company’s position regarding a potential teaming arrangement with Boeing on the T-X program using a Gripen derivative.

    “With the new development of the Gripen E version we expect it to remain in that position for many years to come. But a great fighter aircraft does not necessarily make a good trainer. We remain focused on the continued development of the Gripen E and the fighter will never be a trainer,” Sindahl says. “As we stated previously, Saab always keeps its doors open to new business opportunities and if any of those should be further realized, they would be announced at the appropriate time.”

    Patrick, le Gripen est un bon avion malgré tout qui doit grosso modo permettre d'accéder aux même technos que le rafale ... même si le porteur (l'avion) à des perfos moindres...
    Le Mirage 2000 aurait pu jouer ce rôle chez Dassault avec une grosse modernisation ... dommage
